There are 4 "3" cards in a deck of 52 cards, so there is a 4/52 = 1/13 probability of selecting a "3".

If A is an event, then P(A) + P(not A) = 1, so P(not A) = 1 - P(A)

The probability of not selecting a "3" = 1 - probability of selecting a "3" = 1 - 1/13 = 12/13
