The point (0,-3) is in quadrant III and in quadrant IV.

The statement isn't entirely true. The point (0,-3) is on the negative y axis, which borders quadrant III and quadrant IV.

Meaning that (0,-3) is in neither quadrant mentioned. However, I think your teacher is somewhat correct in that s/he got the right nearby quadrants at least. I would change the wording to "The point (0,-3) is on the border between quadrant III and quadrant IV".
