I think that it the 18 ounce of rice bag. Why?
Well because if you divide $2.59 / 7 ounces it equals $0.37. If you do the same thing with the 12 ounce, you get $0.38. And with 18 ounce it costs $0.35. $0.35 is the lowest price amongst the three bags so I think it is the 18 ounces of rice box
