Answer:

increase 8% = 1+(8/100) = 1.08

decrease 12% = 1-(12/100)=0.88

overall coefficient of evolution: 1.08*0.88=0.9504

population at the start of the 1st year: 11286*0.9504=10726.2144 = 10726 inhabitants
