We have x² + y² - 4x - 6y + 11 = 0.

=> (x - 2)² + (y - 3)² = 2.

The center of the circle is (2, 3), which is the midpoint between (3, 4) and (a, b).

It is clear that (a, b) = (1, 2), which is the coordinates of the other end.
