= 7x + 1 + x - 3 + 7x + 1 + x - 3

Combine like terms. Like terms have same variable with same power. Here, 7x,7x ,x, x are the like terms and 1 , (-3),1, (-3) are constants.

= 7x + x + 7x + x + 1 - 3 +1 - 3

= 16x - 4
