well, in 2015 there were 236 and in 2016 it ended up with 214, the decrease is 236 - 214 = 22.

Now, if we take 236(origin amount) to be the 100%, what's 22 off of it in percentage?

\begin{array}{ccll} Amount&\%\\ \cline{1-2} 236 & 100\\ 22& x \end{array} \implies \cfrac{236}{22}~~=~~\cfrac{100}{x} \\\\\\ \cfrac{118}{11} ~~=~~ \cfrac{100}{x}\implies 118x=1100\implies x=\cfrac{1100}{118}\implies x\approx 9.3
