The instructions seem a bit vague (from my perspective/opinion). Usually there are coordinates and/or some kind of xy axis system.

However, I think we can select point E anywhere we want. Let's say E is at the midpoint of points A and B. If we rotate line AB around E, and do so 90 degrees clockwise, then line AB will become vertical. The image line A'B' will pass through point E.

This will also apply to line CD when working on problem 2. Image line C'D' will not pass through line E. It will be 2 units away horizontally. This is because the gap between line AB and line CD is 2 units.
