Electromagnetic waves can travel through both matter and empty space. Examples of electromagnetic waves include:

These waves don't require a medium to propagate, which is why, for instance, light from the Sun can travel through the vacuum of space to reach the Earth. In contrast, mechanical waves, like sound waves, require a medium (like air, water, or solids) to travel through and cannot propagate in a vacuum.
