Assuming a negligible air resistance, taking upwards as the positive direction,
Using the kinematics formula
v=u+at
Subbing in values,
V=(20.0)+(-9.81)(4.0)
= -19.24 ms^-1
The ball is falling down to the ground at 19.24ms^-1
