This is an excerpt from a speech Iraqi President Saddam Hussein gave to the Kuwaiti people. He explains why Iraq invaded Kuwait on Aug. 2, 1990. We are saying what we are saying not out of weakness or as a tactic to an illegitimate end but to clarify facts as we see them . . .
