no it does not
including Congress has the ability to regulate trade amongst foreign nations, several states, and amongst the Indian tribes

Apologies for the confusion. The correct answer is:
D) The Constitution does contain a list of delegated powers, including Congress's ability to regulate trade among foreign nations, several states, and among the Indian tribes.
