Explanation:

  1. Finding slope of new line - When it says perpendicular slope, it is the negative reciprocal. The reciprocal of 1/3 is 3, and when you negative that, it becomes negative 3, so the slope of the perpendicular line is -3.
    1/3x is perpendicular to -3x
  2. Plugging (-2,-5) in to find y-intercept - Using slope-intercept formula y=mx+b, where m is the slope (-3) and b is the y-intercept, plug in the x and y values from (-2,-5).
    -5=-3(-2)+b
    -5=-6+b
    1=b
    b=1

Put it all together - m=-3, b=1, so y = -3x + 1
