This is incorrect. A driver's license cannot be issued blank, even if the individual refuses to take the required driving or rules tests after being notified.

The process for obtaining a driver's license typically requires:

- Passing a vision test

- Passing a written rules of the road knowledge test

- Passing a driving skills test with a licensing agent

The written and driving tests are mandatory requirements in order to demonstrate basic competence and qualify for a license. An individual cannot legally obtain a license without passing these tests.
