Answer:

2x - 3y = -5

-3y = -2x - 5

y = (2/3)x + (5/3)

Since this line has slope 2/3, a perpendicular line will have slope -3/2.

-1 = (-3/2)(2) + b

-1 = -3 + b

b = 2

y = (-3/2)x + 2

2y = -3x + 4

3x + 2y = 4
