Warfare in world war I saw rise of poisonous gases used as chemical weapons mainly because

tank based weaponry had not been yet developed
traditional weapons were not successful in trench warfare
submarines required weapons that were easy to store
machine guns were not effective against frontal assaults

Answer: Traditional weapons were not successful in trench warfare.

Explanation: Because soldiers were hiding away in trenches and not in direct sight of one another, both sides needed a weapon that could infiltrate into the opposing sides' trenches. As gas attacks could do incredible damage with little to no losses for the side using it, they became increasingly popular.
