To convert m/s to km/h we need to multiply by 3600 to get from seconds to hours (since there are 3600 seconds in a hour). We also need to divide by a 1000 (since there are 1000 meters in a kilometer). 13.5x3600=48,600. 48,600/1000 is 48.6. This means that the lorry is going 48.6 km/h which is below the speed limit (1.4 km/h below the speed limit to be exact).
