a) In the excerpt, Peter Oliver expresses the point of view that the rebellion in the colonies was caused by the widespread smuggling network in Massachusetts Bay. Oliver argues that lack of ethical values among the smugglers led to the success of the smuggling trade and that "the true reason of opposition was this" as the smuggling part of the traders found it necessary to oppose the Act for their interest.

b) Peter Oliver produced the excerpt while writing his book, Origin and Progress of the American Rebellion published in 1781, during the American Revolution. The book is a detailed description of the causes and progress of the rebellion in Massachusetts Bay.
