Explanation:

Start with vertex form of the parabola

y = a ( x-2)^2 -4 then sub in the point (-1,2) to find the value of 'a'

2 = a ( -1-2)^2 - 4

so a = 2/3

y = 2/3 ( x-2)^2 -4
