In general uranium does undergo a chain reaction but when it comes to uranium ore it can not undergo a chain reaction.

Uranium-235 is the isotope that undergoes nuclear fission or chain reaction, while uranium-238 is not fissile. For a chain reaction, a substantial amount of fissile material is required; for uranium, it is 50 kg of uranium-235, which is not present in the uranium ore.
