the perimeter is the sum of the 4 sides of the square

(1)

perimeter = (c - 9) + (c - 9) + (c - 9) + (c - 9) ← remove parenthesis

= c - 9 + c - 9 + c - 9 + c - 9 ← collect like terms

= 4c - 36

(2)

perimeter = c + c + c + c - 9 - 9 - 9 - 9 ← collect like terms

= 4c - 36

(3)

perimeter = 4(c - 9) ← distribute parenthesis by 4

= 4c - 36

thus all 3 expressions are equivalent and represent the perimeter of the square
