In general is it harder to change the temperature of metal (like

a car hood) or of water? Which requires more heat energy to change
the temperature of metal or of water?

Since it requires more heat energy change the temperature of water and since specific heat is a measure of how much energy is needed to change the temperature of a substance, water must have a higher specific heat.

it takes more energy to warm the same amount of water as it does metal to the same temperature.
