Explanation:

The (a) part of the problem is pretty easy. just use the defination of tangent and you will figure it out yourself(a line tat is tangent to a circle is perpendicular to its radius.)

As for the (b) part, let the radius=x. Because triangle COT is a right triangle, we can use Pythagoras' theorem: CT^2+OC^2=OT^2, CT=7,CO=x, OT=OB+BT=x+4, so 7^2+x^2=(x+4)^2. Solving for x, we get: x=33/8. And we are done
