to have a system with the same solutions simply multiply the coefficients of the equations of the 1st system by the same coefficient

1st system solutions x = -2; y = 3

for example if we multiply the coefficients of the 1st system by 3 we obtain

12x-3y=-33

6x+9y=15

we find the same solutions
