Think of x as the input and f(x) as the output. If you plug in -2 in the function, you substitute x as -2 and solve. The same thing goes for x as 0. If f(x) is 4, treat it like you are trying to solve for x. As shown in the diagram, they substituted f(x) as 4 and solved for x and came to the conclusion that x was also 4.
