"f(x) = 7000(0.98)x" doesn't appear to be correct:

I'll use instead f(x) = 7000*(0.98)^x

This tells us that the population is 7,000 at year 0.

f(0) = 7000*(0.98)^0 f(0) = 7000

It also tells us that the population shrinks by 2% (1-0.02 = 0.98) every year ((0.98)^x)
