ClF 5 is polar.

VSEPR(Valence Shell Electron Pair Repulsion) theory predicts this results in a square pyramidal molecular geometry. Square pyramidal geometries always result in polar molecules because the lone pair introduces asymmetry that prevents all the bond dipoles from cancelling out. This results in a net dipole and makes the molecule polar.
