The Mongols themselves were fairly brutal, slaughtering almost the entire populations of captured cities. To be fair to the mongols though, they did spare surrendered cities. This allowed the Mongols to gain an infamous reputation. The Mongols themselves often fueled their own reputation, so often cities would surrender, rather than fight the mongols.
