What do the authors mean by suggesting that the declaration will help promote the development of friendly relations between nations

Assuming that you’re talking about the Universal Declaration of Human Rights, the Declaration was written to internationally define the fundamental civil, social, and political rights that everybody is entitled to regardless of origin, gender, religion, etc. Given that this was issued by the United Nations, the authors likely wanted to “unite” the world's countries to solve the issues that put these rights in danger and encourage respect for each other’s rights and freedoms.
