Why does someone fail English if they speak it and know it well.

Answer:

An English exam doesn't just test fluency in the language, but literacy and compression in general. If you take English as a second language, you may be fluent in common use of the language, but be tested in formal English and fail.

Language is an art form as well as a source of communication, your understandingbof it an an art is seperate than the meanings of words and sentences.
