Apply exponent rule
(x^a)/(x^b)=x^(a-b)


=y^(-5-\left(-2\right))

Apply rule
-\left(-a\right)=a


=y^(-5+2)

Add/Subtract the numbers -5+2=-3


=y^(-3)

Apply exponent rule
a^(-b)=(1)/(a^b)


=(1)/(y^3)

Explanation:

Since y^-3/y^-2 are both negatives they would swap places to become positive - y^2/y^3

then using rules of exponents you would subtract the exponents witch would be y^-3
