f(b) = f(4) = - 2(4)² - 4(4) + 7 = - 2(16) - 16 + 7 = - 32 - 9 = - 41

f(a) = f(-2) = - 2(-2)² - 4(-2) + 7 = - 2(4) + 8 + 7 = - 8 + 15 = 7

then

average rate of change =
(-41-7)/(4-(-2)) =
(-48)/(4+2) =
(-48)/(6) = - 8
