Answer: 10,000 times.

Explanation:

In 204.75, the 2 is in the hundreds place. The value of the 2 is 200.

In 103.52, the two is in the hundredths place. The value of the 2 is 0.02.

Now, we can simply divide 200 by 0.02. 200/0.02 = 10,000.

Another way you could do this is to move the 0.02 in 103.52 a number of places to the left to match the place where the 200 of 204.7 is. We would move it four times to the left to get it to the hundreds place, and then we identify the power of 10 that has 4 zeros for the 4 places we moved:
10^{4\\

10^4 = 10,000.

Hope this helps!
