as we know volume of a cylinder is

pie x r² x h

h = 5m

d= 3.5m so r=d/2 r =1.75

as π value given 3.14

so

3.14 x (1.75)² x 5

the answer would be approx. 48.11 m^3

as 1 m³ = 1000 L

So 48.11 x 1000

therefore volume in Liters is 48110.
