4x^2 - 10x + 1 units

Explanation:

(3x - 1) + (x + 2) + (3x^2 - 11x) + (x^2 - 3x)

Adding like terms:

3x^2 + x^2 = 4x^2

-11x - 3x + 3x + x = -10x

-1 + 2 = 1

Summing it up; the perimeter is
4x^2 - 10x + 1 units
