So,a 13 year old is addicted to drugs And the 13 year old mother's knows that very well and is doing nothing about it.So, u are asking if that's abuse or not? So, Maybe the mother knows but doesn't know how to say it Maybe that's just a careless mother if the mother knows and forcing her that's abuse or saying don't do drugs and after that she doesn't say anything than that's careless mother since the mother knows this and doesn't says anything then that's a careless mother it is like abuse but not quite like it's just a careless mother who doesn't do anything.
