There are 4 10s in a deck of cards. So the probability of pulling a 10 is 4/52, meaning the probability of NOT pulling a 10 is 48/52. Which when divided is 92.31% or 12/13.

Answer: 12/13

Reasoning:

There are 4 cards labeled "10" out of 52 total.

52-4 = 48 cards are not labeled "10"

48/52 = 12/13

Another way to think about it: There are 12 cards not labeled "10" in any particular suit. There are 13 cards in a given suit. So that's another way to arrive at 12/13

12/13 = 0.923077 approximately
