Explanation:

The line joining (-2, 4 ) and (2, 4) is horizontal and its length is (2- - 2) = 4.

As we have a parallelogram its opposite side also = 4.

The length of the other 2 lines =

√[(2-1)^2 + (4 - -1)^2]

= √26

So the perimeter

= 8 + 2√26

= 18.20 units to the nearest hundredth.
