Short answer:To lay out his vision for peace in a post-war world.

Long answer:President Wilson first evoked the principles of his Fourteen Points in a speech to Congress in January of 1918. His main motivation in drafting the Fourteen Points was to lay out his vision for peace in a post-war world. Each of the fourteen points lays out a plan that could possibly prevent future wars from occurring.
