Explanation:

70 ≤ 10t-11

Move the 11 to the left side of the equation, changing the sign (of the 11) to do that.

70 + 11 ≤ 10t

81 ≤ 10t

Divide both sides by 10.

8.1 ≤ t

I flip the equation so the variable is on the left: t ≥ 8.1
