In some cases, the actions of the child or underaged individual, may have been brought on from an adult. In this manner, I mean that sometimes the thing a child may be charged with could have been under the influence of a parent/guardian, or given to the child by a parent/guardian.
A good example is now, Vaping. Many adults can be charged for giving things like that to a child, as it is entirely the adults doing. Or, in some cases (there are alot of cases like this by the way) a parent/guardian may have influenced or instucted the adolecence to do something illegal (Murder, Theft, Robbery, ect.)
