Answer: 25/11

Explanation:
0.08h + 12.96 = -0.14h + 13.46
subtract 12.96 from both sides
0.08h = -0.14h + 0.5
add 0.14 to both sides
0.22h = 0.5
divide by 0.22
h = 25/11

0.08(25/11) + 12.96 = 13.14181818 = 3614/275
-0.14(25/11) + 13.46 = 13.14181818 = 3614/275
