In April 1898 Senator Henry M. Teller (Colorado) proposed an amendment to the U.S. declaration of war against Spain which proclaimed that the United States would not establish permanent control over Cuba. It stated that the United States "hereby disclaims any disposition of intention to exercise sovereignty, jurisdiction, or control over said island except for pacification thereof and asserts its determination, when that is accomplished, to leave the government and control of the island to its people."

During American Imperialism, the Teller Amendment was added to the declaration of war with Spain in 1898. The amendment declared that the United States had no intention of annexing Cuba and that the Cuban people would be free to govern themselves after the war. The Teller Amendment was added to address concerns that the United States was seeking to expand its territorial holdings and establish a colonial empire. It was intended to reassure the American public, as well as foreign powers, that the United States was not pursuing imperialistic aims in its conflict with Spain.
