The reason is that you use reading every day, for example, if you are at a restaurant, you will read the menus. It's not really debatable that you need to learn how to write at least at a elementary level, as this is required for all jobs. The phrase "can be" is the reason I think that it's too obvious since there's no room for debate. If it said "always", there might be one or two dubious counterarguments, but not with the way this is phrased.
