Answer: Trick question, all of these are correct.

Explanation: Technically, the answer you are looking for is the 2nd one. However, any Wi-Fi can do this. Public Wi-Fi is the most dangerous of them, having no security means it is more easily acsessed. You can still download malware and memory. Also, in a more literal sense your data allowance can not only mean Mobile Data. It's also considered as device memory in some areas or in more literal terms.
