Triangle ABC is NOT congruent to triangle DEF by HL Theorem.

By the HL Theorem, two triangles would need a pair of corresponding, congruent legs and a pair of corresponding, congruent hypotenuses. Although both triangles have a corresponding pair of congruent legs, the hypotenuses are not congruent. Therefore, the right triangles cannot be deemed congruent.

Answer:

If in triangles ABC and DEF, angle A = angle D = right angle, AB = DE (leg), and BC = EF (hypotenuse), then triangle ABC is congruent to triangle DEF.
