m<=-10 OR m>4

Explanation:

Just solve as equation, just imagine "<=" as "=" and solve it as normally:

+ (m-2)/3<=-4 <=> m-2<=(-4).3=-12 <=>m<=-12+2=-10 <=>m<=-10

+ 3m-8>4 <=> 3m>4+8=12 <=> m>4
