Explanation:

I will assume

y = -4x^2 - 4x^2 -24x -13 is correct (?) ....simplify

y = - 8x^2 - 24x -13 arrange into 'vertex from'

y = -8 ( x^2 + 3) - 13 complete the square

y = -8 (x+ 1.5) ^2 + 18 - 13

y = -8 ( x + 1.5)^2 +5 <==== this is vertex form vertex is at ( -1.5,5 )
