All of the apportionment methods we have looked at have the potential to violate at least one of the desired properties of apportionment.

Consider the desired property that each state get at least one seat.
1. Explain how/why the others have the potential to violate this property.
2. Explain how/why the two methods guarantee that each party get at least one seat.
