Yes, Propaganda can be considered art.

Explanation: Propaganda contains a cartoonish version of life during wars and other events such as recruiting troops/soldiers, promoting social movements, or any other desirable reasons that existed. Propaganda is a form of art that communicates and appeals to viewers. It expresses their opinions through drawings, very much similar to comic books, were are filled with pictures drawn by artists/authors.

Question: If propaganda is argued not to be a form of art, then would it be any different from Ads or Comic books? Both are pictures that illustrates and tell an important subject, and both had to be drawn and thought by someone.
